abstract = {Today, in the budgeting process, achieving a desirable governance style has become a serious issue and concern. The experience of the Prophet's model in the budget of the treasury and his governance style indicates a progressive and efficient model and style. The findings of this article, which was conducted with a descriptive-analytical method and historical study and with a new reading of the budgeting system of the prophetic government, show that, considering the political economy atmosphere governing the budget of the treasury, the Messenger of God created a cultural context for dealing with the treasury and interacting with the government. By establishing a share-based system and enacting anti-monopoly laws, seeking public participation in management, supervision and spending, proper management of budget beneficiaries, supervision and auditing of the agents and assets of the treasury, transparency and honesty in reporting, and moderation in spending, they were able to manage the treasury budget in a government-people, competent, efficient, and effective manner, and reduce its social and economic costs to a minimum.},

abstract_fa ={امروزه در فرایند بودجه‌ریزی، دستیابی به شیوه حکمرانی مطلوب به یک مسئله و دغدغه جدی بدل شده است. تجربه الگوی نبوی در بودجه بیت‌المال و شیوه حکمرانی ایشان حکایت از نمونه و شیوه‌ای مترقی و کارآمد دارد. یافته‌های این مقاله، که با روش توصیفی ـ تحلیلی و مطالعه تاریخی و با خوانشی نو از نظام بودجه‌ریزی دولت نبوی انجام گرفته است، نشان می‌دهد، با توجه به فضای اقتصاد سیاسی حاکم بر بودجه بیت‌المال، رسول خدا9 بستر فرهنگی مواجهه با بیت‌المال و تعامل با دولت را ایجاد نمودند و با پایه‌گذاری نظام سهم‌بری و وضع قوانین ضدانحصاری، مشارکت‌طلبی از مردم در مدیریت، نظارت و نحوه هزینه‌کرد، مدیریت صحیح ذی‌نفعان بودجه، نظارت و حسابرسی کارگزاران و اموال بیت‌المال، شفافیت و صداقت در گزارش‌دهی و میانه‌روی در هزینه‌کرد، توانستند بودجه بیت‌المال را با شیوه‌ای دولتی_مردمی، شایسته، کارا و اثربخش مدیریت نموده و هزینه‌های اجتماعی و اقتصادی آن را به کمترین میزان کاهش دهند.},
