abstract = {The present study is seeking to present a [clear] picture of the customs in Naseri period.  Included in this study are these topics: the quality of Iranian tariff system in that period, its management and its function. The influence of Russian commercial bourgeoisie and that of British industrial capitalism on Iran's economy and their impact on tariff system of this country represents, above all, the necessity of a concern for customs and fundamental reformations. Through a scrutiny of the documents, however, it becomes clear that the function of the customs in that period was focused just on its profit-making aspect and the revenues obtained through it; it would hardly serve as a preventive tool for supporting domestic productions and business transactions. It thus seems not to have a defensible function. },

abstract_fa ={این پژوهش درصدد است تا تصویری از گمرکات عصر ناصری ارائه دهد. در این راستا چگونگی نظام گمرکی ایران در این دوره و اداره آن و عملکرد این نظام گمرکی از موضوعات اصلی این پژوهش است. نفوذ سرمایه داری تجاری روسیه و سرمایه داری صنعتی انگلستان در اقتصاد ایران و تأثیر آن بر نظام گمرکی کشور، بیش از پیش ضرورت توجه به گمرکات و انجام اصلاحات زیربنایی را نشان می  دهد. اما با مداقه در اسناد و مدارک، مشخص می  شود که کارکرد گمرکات در این دوره، صرفاً بر جنبه سودآوری و عایدات آن ناظر بوده کمتر به مثابه ابزاری بازدارنده برای حمایت از تولیدات داخلی و مبادلات بازرگانی مبنای عمل قرار گرفته، از این رو به نظر می  رسد از عملکرد قابل دفاعی نداشته است.},
