abstract = {The process of bringing civilization to the prophets' governments has always been one of the important and challenging issues in the study of culture and civilization. No doubt, the analysis of its historical instances will contribute enormously to understanding the issue and theorizing about it. The Holy Qur'an attributes wisdom and power to Prophet Moses (Sura 28, Al-Qasas (the Stories): verse 14), which shows that the divine sovereignty gives special attention to the necessity of wisdom and power in religious government system. Enjoying these two characteristics and standing firmly against political and cultural disturbances, Prophet Moses (A.S) provided a systematized program to reform the society and build a religious society. abstract_fa ={موضوع تمدن سازی در حکومت های انبیا همواره از موضوعات مهم و چالش برانگیز در حوزه فرهنگ و تمدن بوده است. بی تردید، بررسی مصداق های تاریخی این مقوله، کمک شایانی در شفافیت موضوع و نظریه پردازی ها دارد. قرآن کریم برای موسی(ع) دو ویژگی دانایی و توانایی را به کار برده است(قصص: 14). همین مسئله، توجه حاکمیت الاهی را به ضرورت دانایی و توانایی در نظام حکومت دینی روشن می سازد. حضرت موسی(ع) ضمن داشتن این دو صفت، با آگاهی و قاطعیت در برابر فتنه های سیاسی و فرهنگی، برنامه ای مدون برای اصلاح اجتماعی و دستیابی به جامعه ای دینی فراهم کرد. این مطلب محور این پژوهش است.},
